China Compulsory Certification, abbreviated as CCC certification or 3C certification, is an English name for China Compulsory Certification.
Since December 2001, the General Administration of Quality Supervision, Inspection, and Quarantine of the People's Republic of China (AQSIQ) has issued the 'Regulations on the Administration of Compulsory Product Certification', which began to implement the CCC mandatory product certification system. It is a statutory mandatory safety certification system and a widely adopted basic practice internationally to protect consumer rights and maintain the personal and property safety of consumers.
The State Administration for Market Regulation, Announcement No. 10 of 2023 (hereinafter referred to as the 'Announcement'), has decided to implement CCC certification management for lithium-ion batteries, battery packs, and mobile power sources starting from August 1, 2023. Starting from August 1, 2024, it will be enforced that those who have not obtained the CCC certification certificate and marked with the CCC certification mark are not allowed to leave the factory, sell, import, or use in other business activities.
1、 Scope of CCC certification for batteries
1. 0915 lithium-ion batteries and battery packs
Scope of application: Portable office products (laptops, tablets, etc.), mobile communication products (mobile phones, cordless phones, walkie talkies, etc.), portable audio/video products (portable televisions, portable audio/video players, cameras, cameras, recording pens, Bluetooth headphones, portable speakers, etc.), lithium-ion batteries and battery packs for portable electronic products.

2. 0914 Mobile Power Supply
Scope of application: A portable power supply with a mass not exceeding 18kg, including lithium-ion batteries or battery packs with a rated capacity greater than 600mAh, and AC/DC input/output. For example, power banks, portable energy storage power supplies, camping mobile power supplies, etc.

PS: Lithium ion batteries for electronic cigarettes are not applicable to this certification scope.
2、 Important time nodes
1. Before December 31, 2023, enterprises can voluntarily choose to implement certification according to new or old standards.
2. Starting from January 1, 2024, CQC will implement certification using the new version of the standard and issue a new version of the standard certification certificate, and will no longer issue the old version of the standard certification certificate.
3. After lithium-ion batteries and battery packs for portable electronic devices are included in the CCC scope, CQC will no longer issue corresponding CQC voluntary certification certificates.
4. All conversion of old standard certification certificates should be completed by December 31, 2024 at the latest; CQC will revoke the old version of the standard certification certificate that has not yet been converted as of March 31, 2025.
5. For certified products that have already left the factory, been put on the market, and are no longer in production before December 31, 2023, there is no need for certificate conversion.

Q: Can the random testing data of the battery cells be recognized and transferred to the CCC report of the battery cells?
Answer: I disagree. The random testing data is not a valid qualification evaluation result, and the random testing data does not belong to the battery cell enterprise.
Q: The enterprise has obtained the CQC old version certificate for hard shell battery packs, which includes four specifications of battery packs: 3000mAh/2600mAh/
2500mAh/2300mAh, converted to CCC certificate, how should the certificate be split? Do you need to send additional samples?
Answer: According to the principle of a 20% change in rated capacity within the unit, the 2300mAh battery pack should be split into another certificate, and samples should be sent for 2600 and 2500, respectively, for testing in 6.1, 6.2, and 7.6.
Q: The enterprise has obtained the old version of CQC certificate for battery packs. This year's factory supervision and inspection is scheduled for September. Can we still conduct factory inspections according to the requirements of CQC certification?
Answer: After submitting a declaration of voluntary acceptance of supervision and inspection, enterprises can continue to carry out supervision and inspection tasks, and effective inspection results will be a necessary condition for subsequent transfer to CCC. In principle, if the enterprise fails to accept supervision on time, the sub center shall suspend its CQC voluntary certification certificate according to normal procedures. In special cases, if the enterprise cannot accept supervision due to relocation, organizational adjustment, etc., an extension application may be provided to the sub center, but the maximum period shall not exceed 3 months
Q: The CCC certificate of the enterprise is a laptop product, and its internal lithium battery pack has not been certified. It will be randomly tested according to the old version 31241. When should the lithium battery pack be updated at the latest?
Answer: For complete machine reports after January 1, 2024, internal lithium battery packs should be supplemented with standard difference testing according to the requirements of the new version. It is recommended that internal lithium battery packs obtain CCC certificates
Q: Do portable energy storage power supplies with a mass greater than 18 kilograms require CCC certification for their internal lithium batteries and lithium battery packs?
Answer: Lithium cells/battery packs used only for portable energy storage power supplies larger than 18 kilograms are not within the CCC range.
Q: Is there a transition period for lithium-ion batteries and battery packs included in CCC, as well as mobile power products?
Answer: The transition period is from August 1, 2023 to July 31, 2024. Starting from August 1, 2024, those who have not obtained CCC certification and marked with certification marks are not allowed to leave the factory, sell, import, or use in other business activities.
